The colors are pretty good. It's hard to do chibi usa. She is so pink. You have a great level of contrast. Each pink goes together and yet is a unique appropriate shade. Great! The transparency in the bows and sleeves are good too. Makes it seem more realistic. ;3 Good job. Again, the blank eyes look really weird to me. I'd make the center of the eye darker and place a nice highlight. The heart in the middle of her wand is really cool. It looks like crystal, it looks like it's glowing it's nice.
But i gotta be honest. Don't be sad, but the background completely destroys this picture for me. It's really bad. In fact, any other background would be better, honestly. I think that maybe you should change it. Why? Well it's very distracting and it hurts my eyes. It's visual noise. Bad. ;_; Maybe you should consider what chibi usa is about. Her personality, her traits, her pink sugar cute attack! I'm sure you can come up with a much better background than this.
